Aggression is point-for-point a pretty solid talent for damage output, giving a little boost to Sinister Strike , Backstab , and Eviscerate. Almost all Combat builds will pick up 3 ranks of this talent. Vitality is a somewhat minor talent that gives a small bonus to agility and stamina.
Vitality isn't bad, but it is one of the weakest damage dealing talents in the Combat tree. Adrenaline Rush is a very powerful damage dealing cooldown that greatly increases the rogue's potential to deal burst damage on demand.
It is best used in conjuction with attack power bonuses like Bloodlust Brooch or Blood Fury or when hitting two targets with Blade Flurry. Using many cooldowns at the same time typically results in more total damage than using them one after another.
Nerves of Steel is situationally useful to give a chance to negate negative effects that would otherwise stop you from dealing damage. It is not reliable though and because of this most Combat builds will skip this talent. Combat Potency is king of all rogue talents in PvE. The substantial amount of energy you will gain from this talent is what separates Combat builds above any other talent tree for PvE damage output.
You will want to be sure to have a very fast off hand weapon 1. Surprise Attacks is a pretty valuable talent for a single point, but not terribly exciting. Preventing your finishing moves from being dodged is very good and also feels good - no more dodged Expose Armor s costing you valuable energy and time.
Master of Deception is very important in PvP combat to increase the chance you get to land an opening move like Sap or Cheap Shot on your enemies before they see you. Five ranks of Master of Deception is equivalent to having the same stealth as a player three levels higher than you.
Opportunity is a great talent for dagger rogues, but not particularly useful for other rogues. The increased damage on Garrote alone is typically not worth the points for a rogue not using daggers. Sleight of Hand is a pretty undesirable talent. It gives some minor increase to survivability in PvP, and is basically useless in PvE. If you need to be casting Feint in PvE something is very very wrong. Dirty Tricks is a must-have talent for PvP combat. The range and energy cost reductions this talent provides are something you can not go without.
Camouflage gives two important benefits by increasing your speed while stealthed and decreasing the cooldlown of Stealth. The decreased cooldown is very good in PvP because it allows more frequent re- Stealth s to allow more use of powerful opening moves. Initiative is a great talent to allow you to get extra combo points most of the time when you initiate on an enemy. This lets you move into powerful finishing moves more quickly and easily chain a Cheap Shot stun into a Kidney Shot stun.
Ghostly Strike is a nice utility ability that provides decent damage and some very valuable dodge chance when facing other enemy rogues. Improved Ambush is only useful for dagger builds and is skipped by most PvP Subtlety builds that prefer to use Hemorrhage. Setup is one of the weaker talents for subtlety that only functions when you are being attacked and are able to dodge the incoming attacks.
Because of it's fairly narrow use and the power of the other talents on this tier, most Subtlety builds will skip this talent. Elusiveness gives a very impressive 90 second reduction to the cooldown of Blind , reducing it from a 3 minute cooldown to only 90 seconds. This is an extremely strong crowd control ability and you do not want to miss this talent.
Serrated Blades passively increases all of your damage output by causing your attacks to ignore some of the opponent's armor. The damage increase is good, but this talent is usually taken because it is required to unlock Hemorrhage in the next tier. Heightened Senses is another very good Subtlety talent. The increased stealth detection helps you to get those all-important opening moves against enemy Rogue s and Druid s.
Preparation gives the rogue a tremendous amount of power by being able to use some of their most powerful cooldowns a second time. This can help a rogue to really take over an arena game by having extra defensive and offensive cooldowns. Dirty Deeds helps your opening sequences to be much more powerful by making a significant reduction to the cost of your most used opening move, Cheap Shot. The ability damage increase is also nice for being able to finish off enemies before they can get healed back up.
In addition, as Patch 9. Patch 9. The only minor changes with any PvE impact whatsoever is a slight buff to the Dreadblades talent. It now deals a bit more damage when hitting an enemy, and will immediately generate the maximum amount of Combo Points, so you no longer have to cast a Generator first before being able to benefit from this talent.
This slightly boosts the usefulness of the talent, in particular when playing Venthyr , but Alacrity will still remain the best talent option in that tier. The Night Fae Covenant has received a few buffs, both to its Covenant-specific Legendary and its Conduit, but neither of them are meaningful enough to warrant choosing Night Fae over any other Covenant for performance reasons.
It has, however, narrowed the gap between the other 3 Covenants and the Night Fae one. Outlaw Rogue is a spec that is heavily centered around the maintenance of its buffs and cooldowns. The decision to either re-roll Roll the Bones whenever it comes off cooldown, or sticking with the current buff you have and waiting for its expiration, will depend on each individual buff and the current situation you find yourself in. Playing around Roll the Bones will quickly become second nature as you watch out for not wasting any of your resources or sitting on cooldowns for too long.
Most of your cooldowns do not have a static cooldown-timer, since Restless Blades will constantly lower all your cooldowns whenever you spend Combo Points. Utilizing this cooldown reduction is key to playing Outlaw Rogue efficiently. Shadowlands allows for extra customization by letting you choose one of four Covenants, craft a specific Legendary and pick from one of three Soulbinds, depending on Covenant. Once you've chosen your Covenant you will gain access to two new abilities: one Covenant-specific one that improves either your survivability or mobility, as well as an active damaging ability.
While this choice can be reverted and changed, doing so will require some catching-up so making an informed decision is highly recommended.
